In military parlance, a klick is slang for distance as measured in kilometers.  So an objective "5 klicks away" is about 5,000 meters distant.

A clique is an elite group, with membership generally based upon patterns of behavior or views.  In government, such oligarchies see power and information controlled by a very small group with outsiders labeled as less valuable (milieu control). 

Click is shorthand for point-and-click actions by a computer user using a screen and cursor.  Time, speed and distance become factors -- as an example, you won't see advertisers bragging about "5 click" online buying for a reason (it causes confusion and discourages sales).

Searching for a required Legal Notice on the Town of Christiansburg's web site, how many clicks?  Not on "News & Announcements" at the homepage, so click for "more".  Not found.  Return to home page.  Click on "Calendar" and the current month pops up, so click forward to November.  Under sub-heading "Main Calendar" a line appears stating Special Election - Nov. 3 (more information) and the user clicks once more to read:

Notice is hereby given that a special election will be held on Tuesday, November 3, 2009, on the question:

“Shall the Town of Christiansburg change the election date of the Mayor and members of Town Council from the May general to the November general  election in odd numbered years, beginning with a change in the scheduled May 2012 election to November 2011?”

This election is being held pursuant to an Order of the Montgomery County Circuit Court entered the 17th day o f December 2008 and Section 24.2-684 of the Code of Virginia of 1950, as amended.

Voters will vote at their regular polling places, which will open at 6:00 a.m. and close at 7:00 p.m.

So why do citizens have to travel so many klicks and dig through at least five clicks to find a legal notice on a web site Town Council promised would do more to push information out to citizens?  Perhaps the ruling clique's current excuse is waiting for a Public Information Officer to be hired, allowing it to remain elitist and personally unaccountable until that occurs?  Why is doing the right thing always such a battle in Christiansburg?
