The Christiansburg Planning Commission will meet on Monday, June 2, 2008 at 3:00 pm in the town hall (note the time change, as the last meeting on May 19 began at 4 pm). On the agenda:
1) Council's intention to adopt an ordinance in regards to a rezoning request by Stephen L. Myers, DMD, LLC, for property at 103 College Street (tax parcel 526-(A)-217) from R-2 Two-Family Residential to B-2 Central Business. The property contains 0.64 acres and is scheduled as Central Business in the Future Land Use Map of the Christiansburg Comprehensive Plan. The Public Hearing is set for June 3, 2008 (during regular town council meeting which begins at 7:30 pm in the Town Hall. Note this request conforms with town's Comp Plan).
2) Contingent upon approval of item 1 above, a Conditional Use Permit (CUP) request by Stephen L. Myers, DMD, LLC, for property located at 103 College Street (tax parcel 526-(A)-217) for a dental laboratory in the B-2 Central Business District. The public hearing is set for June 3, 2008. (Chapter 30, Section 30-95 Permitted Uses, item (gg) 3 with conditional use permit, also requiring minimum of ten (10) parking spaces or 1 space per 200 SF).
3) Review of the Capital Improvements Plan for the Fiscal Year 2008-2009 (Proposed budget details provided at council's Budget Work Session on May 7 did not summarize these. Commissioners had not seen details prior to this meeting, and wanted to review materials before making comments or recommendations).
4) Consideration of amendment to Chapter 3 "Advertising" of the Christiansburg Town Code in regards to provisions for roof, wall, and marquee signage. (At its last meeting, the Planning Commission reviewed an interpretation made by the Town Manager of this ordinance, and returned the matter to Town Council on May 20. With approval by the Town Manager, council was allowed to review interpretation and voted to permit application as requested (marquee sign), overriding Town Manager's interpretation (roof sign). Council directed Planning Commission to review definitions of signage and propose an amendment to prevent future conflict or confusion).
5) Consideration of amendment to Chapter 30 "Zoning" of the Christiansburg Town Code in regards to provisions for a Historic District Overlay. (The three existing districts aren't documented in the town's Comp Plan nor zoning maps, and this consideration was begun in response to CUPs in and around areas designated as historic districts. At the May 19 meeting, a DVD of Blacksburg's May 2 presentation on this topic was not yet available and so the commissioners didn't feel prepared to begin drafting proposed amendments. Comp Plan makes numerous references to the value of historic preservation.)
